Modifies provisions related to imposition of civil penalties on long term care facilities, residential care facilities and adult foster homes by Department of Human Services. Requires residential facility licensed by department to renew license every year, rather than every two years. Directs department to adopt licensing fees for long term care facilities, residential care facilities and adult foster homes that are sufficient to pay costs of licensing and regulating facilities and homes. Directs department to deposit fees collected from adult foster homes in Department of Human Services Account. Declares emergency, effective on passage.
