Summary

Changes fund into which proceeds of certain lottery bonds are deposited for State Department of Energy. Changes recipient of lottery bond proceeds to be used for digital switching equipment in Gilliam, Sherman and Wheeler Counties. Adjusts amounts authorized during biennium for issuance of general obligation bonds for Oregon University System, Department of Community Colleges and Workforce Development and Oregon Department of Administrative Services. Adjusts amounts authorized during biennium for issuance of revenue bonds and certificates of participation. Increases amount of general obligation bonds authorized to be issued for Oregon Courthouse Capital Construction and Improvement Fund. Authorizes issuance of lottery bonds for Beaverton Community Health Collaborative, Mid-Columbia Medical Center, City of Cornelius public library, City of Stayton storm water infrastructure, Oregon Health and Science University, Port of Morrow and Cascades Hall Reacquisition Fund. Establishes Cascades Hall Reacquisition Fund. Continuously appropriates moneys in fund to Department of Community Colleges and Workforce Development. Sets conditions for property acquired, constructed or furnished by university with governing board from proceeds of bonds issued under Article XI-Q of Oregon Constitution. Authorizes issuance of bonds under Article XI-G of Oregon Constitution for OHSU Cancer Institute Project. Sets conditions and reporting requirements for Oregon Health and Science University. Declares emergency, effective on passage.
