Summary

Adds consumer advocate as nonvoting member of Higher Education Coordinating Commission. Prohibits commission from exempting private career school from regulation for sole reason that school received accreditation from accrediting agency. Requires institution of higher education to post information about how to file complaint on website. Allows student two years to file complaint against institution. Makes student ineligible to receive or renew state financial aid to attend school whose graduation rate or three-year cohort default rate on federal loans is below specified level. Requires institution of higher education to make graduation rate, cohort default rate on federal student loans and other information publicly available on website of institution. Takes effect on 91st day following adjournment sine die.
