Summary

Authorizes Public Health Officer to appoint local health officer in certain counties. Allows Oregon Health Authority discretion to determine effective date of transfer of responsibility from local public health authority to Oregon Health Authority. Requires written agreement between Oregon Health Authority and governing body of county or local public health authority regarding transfer. Allows for transfer back of duties to local public health authority. Requires written agreement between Oregon Health Authority and governing body of county or local public health authority regarding transfer back. Declares emergency, effective on passage.
