Summary

Provides that cost-effective energy efficiency measures, market transformation measures, new renewable energy resources and low-income weatherization are not purposes for which moneys may be collected through public purpose charge. Provides that funding of cost-effective energy efficiency measures, market transformation measures, new renewable energy resources and low-income weatherization is subject to ratemaking processes of Public Utility Commission. Becomes operative on January 1, 2017. Declares emergency, effective on passage.
