Summary

Establishes Task Force on Political Campaign Contribution Limits. Directs task force to study and make recommendations on how to best establish political campaign contribution limits in Oregon. Sunsets task force on July 2, 2021. Delays operative date for Ballot Measure 47 (2006) to later of date on which Oregon Supreme Court issues decision that renders Ballot Measure 47 operative or July 1, 2021. Repeals operative date provision if Oregon Supreme Court does not issue a decision that renders Ballot Measure 47 operative on or before July 1, 2021.] Establishes operative date of July 1, 2021, for Ballot Measure 47 (2006). Directs Secretary of State to adopt rules to implement Ballot Measure 47 (2006) and to issue proposed rules no later than December 31, 2020. Provides original jurisdiction to Supreme Court for judicial review of Ballot Measure 47 (2006). Repeals operative date, rules and original jurisdiction provisions if Supreme Court issues court decision in Multnomah County v. Elizabeth Trojan that does not render Ballot Measure 47 (2006) operative under section 9 (f), chapter 3, Oregon laws 2007 (Ballot Measure 47 (2006)). Declares emergency, effective on passage.
