Requires Higher Education Coordinating Commission to establish for every entering undergraduate class at each public university with governing board minimum percentage of students who must be Oregon residents. Requires commission to develop standards to ensure university compliance with residency requirements and implementation plan for these standards by December 31, 2014. Declares emergency, effective on passage.
