Repeals annual public purpose expenditure standard. Repeals certain statutes related to annual public purpose expenditure standard and abolishes related funds. Transfers duties, functions and powers related to small scale local energy projects from Public Purpose Fund Administrator to Director of State Department of Energy. Makes conforming changes.
