Summary
Modifies list of low carbon fuels that may be used to meet low carbon fuel standards. Requires that low carbon fuel standards be met for purposes of reducing emissions from gasoline and diesel only through compliance with low carbon fuel blending analysis standard. Prohibits use of credits as cost-containment mechanism for low carbon fuel standards. Requires Environmental Quality Commission to adopt by rule low carbon fuel blending analysis standard. Schedules benchmarks for carbon intensity reductions. Requires commission and State Department of Agriculture to annually determine application of benchmarks based on commercial availability of low carbon intensity fuels. Requires retail dealers, nonretail dealers and wholesale dealers that sell or offer for sale gasoline or diesel in this state to comply with benchmarks. Allows retail dealer, nonretail dealer or wholesale dealer to sell or offer for sale gasoline that contains more than 10 percent ethanol or other renewable liquid fuel by volume. Requires department to adopt certain minimum technological feasibility standards. Increases tax on motor vehicle fuel and aircraft fuel and increases vehicle registration fees. Imposes fee for new motor vehicle title. Specifies use of revenues. Modifies laws related to transportation. Requires Commissioner of Bureau of Labor and Industries to adopt rules for transportation projects that specify how contracting agency must conduct analysis showing how agency's decision whether or not to construct public improvement using agency's own personnel and equipment conforms to state policy. Takes effect on 91st day following adjournment sine die.
