Summary

Directs contracting agencies to give preference to bidder or proposer who is certified by Office of Emergency Management as emergency preparedness partner. Directs office to establish program for certification of business organizations as emergency preparedness partners. Provides that organizations shall be certified if minimum number of individuals in organization complete required training and meet other requirements.
