Directs Oregon Military Department to establish program to award scholarships to certain persons who have served in military. Establishes Oregon Military Families Education and Workforce Preparedness Scholarship Advisory Committee to review applications for scholarships. Establishes Oregon Military Education and Workforce Preparedness Scholarship Program Fund in State Treasury. Directs transfer of moneys from Veterans' Services Fund to Oregon Military Education and Workforce Preparedness Scholarship Program Fund for biennium beginning July 1, 2019.
