Summary
Modifies general powers of Public Utility Commission. Requires electric companies to account for external cost of greenhouse gas emissions in integrated resource plans submitted to commission. Authorizes commission to require electricity service suppliers to take actions to reduce greenhouse gas emissions consistent with state goals and make certain public disclosures.
