Summary

Creates unlawful employment practice for labor organization to retaliate against public employee whistleblower. Prohibits use of law enforcement as retaliation. Punishes whistleblower retaliation by maximum of one year's imprisonment, $6,250 fine, or both. Authorizes court to impose civil penalty of up to $10,000 and punitive damages in addition to existing remedies.
