Directs Legislative Assembly to fund kindergarten through grade 12 public education at $7.5 billion for biennium beginning July 1, 2015. Directs Legislative Assembly to increase amount of funding by three percent each biennium for next three biennia beginning July 1, 2017. Declares emergency, effective on passage.
