Prohibits sale or transfer of certain types of marijuana products by person who holds license to sell marijuana at retail if marijuana products are not labeled. Specifies content of label. Prohibits sale or transfer of marijuana items by person who holds license to sell marijuana at retail under certain circumstances. Becomes operative January 1, 2016. Declares emergency, effective on passage.
