Summary

Establishes carpet stewardship program. Establishes carpet stewardship program. Established standards for carpet sold or distributed in this state. Establishes carpet stewardship advisory committee. Establishes Carpet Stewardship Fund. Imposes civil penalties for violation of program provisions not to exceed, per day for each day of violation, $100 for violation by retailer, $10,000 for violation by producer and $1,000 for violation by stewardship organization. Takes effect on 91st day following adjournment sine die.
