Establishes Public Drinking Water and Sewer Ratepayer Assistance Fund. Establishes Public Drinking Water and Sewer Ratepayer Assistance Fund. Directs Housing and Community Services Department to provide grants from moneys in fund to qualified organizations to distribute water and sewer bill payment assistance to low-income residential households.
