Directs Secretary of State to study and make recommendations regarding best practices for conducting audits related to equity issues. Directs Secretary of State to study and make recommendations regarding best practices for conducting audits related to equity issues. Requires Secretary of State to submit report on findings by July 1, 2021. Requires Secretary of State, before December 31, 2021, to conduct performance audit that includes objective related to equity issues. Takes effect on 91st day following adjournment sine die.
