Summary
Requires Department of Human Services to seek approval from United States Department of Agriculture to administer pilot program in which supplemental nutrition assistance is calculated based on Department of Agriculture's low-cost food plan. Sunsets on earlier of date that approval is denied, or January 2, 2020. Declares emergency, effective on passage.
