Summary

Requires Higher Education Coordinating Commission to develop, maintain and manage book buying consortium to purchase academic course materials. Requires commission to permit participation in consortium by each public university and community college. Permits commission to extend participation in consortium to any post-secondary institution of education operating in this state. Declares emergency, effective on passage.
