Summary
Requires Department of Human Services to imprint photograph on electronic benefits card issued to recipient of supplemental nutrition assistance. Requires department to prescribe by rule exemptions to photograph requirement as necessary to avoid undue hardship to recipient. Requires department to implement procedures to ensure that all eligible members of household and authorized representatives are able to use card. Declares emergency, effective on passage.
