Summary

Modifies fee schedule for sources subject to federal operating permit program under Title V of federal Clean Air Act to include specific activity fee to fund investigation of complaints related to sources subject to federal operating permit program. Modifies fee schedule for sources subject to federal operating permit program under Title V of federal Clean Air Act to include specific activity fee to fund investigation of complaints related to sources subject to federal operating permit program. Requires certain air contamination sources to pay one-time supplemental fee to Department of Environmental Quality for payment of certain expenses in developing and implementing program and rules to reduce public health risks of emissions of toxic air pollutants from industrial sources. Sets forth supplemental fee to be paid based on permit type applicable to source. Adds grants and loans for replacements to permissible uses of moneys in Clean Diesel Engine Fund. Makes other modifications to provisions for grants and loans from fund for purpose of reducing emissions from diesel engines. Authorizes State of Oregon to receive moneys pursuant to Volkswagen Environmental Mitigation Trust Agreement, deposit agreement moneys in Clean Diesel Engine Fund and use moneys to award grants for reducing emissions from diesel engines. Specifies allocation of grants from agreement moneys. Allows assessment of civil penalties for violations of certain motor vehicle emission standards by persons other than motor vehicle owners and their lessees. Declares emergency, effective on passage.
