Summary

Establishes Task Force on CourtCare and directs task force to study long-term funding source for statewide CourtCare program and report to interim committees of Legislative Assembly related to child welfare no later than June 30, 2020. Establishes CourtCare Fund and appropriates moneys in fund to Department of Education for distribution to counties to operate CourtCare programs.] Directs circuit courts to collect surcharge on certain fees to be deposited in CourtCare Fund.] Expands CourtCare pilot program to Jackson County. Directs governing bodies of Marion, Polk and Jackson Counties to report on progress of pilot programs to interim committees of Legislative Assembly related to child welfare no later than September 15, 2021. Authorizes Oregon Department of Administrative Services to award grants to counties to implement pilot programs. Declares emergency, effective on passage.
