Summary

Expands taxpayer bill of rights. Provides for cancellation, after 20 years, of uncollected tax debt, penalties and interest. Directs Department of Revenue to adopt and publish standards to determine whether satisfaction of tax liability through installment payments facilitates collection of liability.
