A RESOLUTION
Honoring John W. Garland on his retirement as president of Central State University.

       WHEREAS,  The members of the Senate of the 129th General Assembly of Ohio are pleased to pay tribute to John W. Garland on his retirement from Central State University; and

       WHEREAS,  As an educational administrator, John Garland has displayed a genuine dedication to attaining his myriad goals in a skillful and professional manner. A U.S. Marine Corps veteran of the Vietnam War, a licensed lawyer, and the founding director of the Legal Service of the Coastal Plains, he previously served as a professor in the criminal justice department and general counsel at the University of the District of Columbia and a professor in the department of government and foreign affairs, the associate general counsel, special assistant attorney general, executive assistant to the president, and associate vice provost for intellectual property at the University of Virginia, and he was named Central State University's seventh president in 1997. Under his astute guidance, the college has increased enrollment, constructed eight new buildings, established a new College of Science and Engineering and University College, and developed several new academic programs, and it was named a Center of Excellence in Emerging Technologies by the State of Ohio; and

       WHEREAS,  John Garland is, indeed, a remarkable individual, combining civic concern and commitment with selfless initiative to become a dynamic leader in the community, and he has been active with such organizations as the Southeast Ohio Council for Higher Education, the Dayton Development Coalition, the Miami Valley Research Park, Fifth Third Bank, the Dayton Dialogue on Race, and the American Council of Higher Education and the Visitors of the Marine Corps University boards. In addition, he has received numerous accolades, including the 2006 Joseph Cinque, the 2004 Thurgood Marshall Scholarship Fund Educational Leadership, and 2001 The Ohio State University Moritz College of Law Alumnus of the Year awards, and in all his endeavor, he has given generously of his time and abilities far beyond what was required or expected; and

       WHEREAS,  We are proud to note that it is through the unsurpassed efforts and deep commitment of diligent people like John Garland that the State of Ohio continues to grow and prosper. To his credit, he has striven to advocate for higher education to the best of his ability, and we applaud him on his fine work; therefore be it

       RESOLVED,  That we, the members of the Senate of the 129th General Assembly of Ohio, in adopting this Resolution, commend John W. Garland on the occasion of his retirement as president of Central State University and extend best wishes for the future; and be it further

       RESOLVED,  That the Clerk of the Senate transmit a duly authenticated copy of this Resolution to John W. Garland.
