A CONCURRENT RESOLUTION
To urge the United States Department of the Treasury 1
to allow the use of up to twenty-five per cent of 2
the funds in the Ohio Hardest Hit Fund for 3
demolition of vacant property.4


BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO
(THE HOUSE OF REPRESENTATIVES CONCURRING):


       WHEREAS, As a result of the housing market collapse in 2008, 5
there are thousands of vacant properties throughout Ohio that are 6
posing a risk to public safety and negatively affecting property 7
values of other properties in the neighborhoods; and8

       WHEREAS, Demolition of these vacant properties is essential 9
to restoring public safety, reducing neighborhood blight, and 10
improving property value; and11

       WHEREAS, The federal Hardest Hit Fund, created in 2010, 12
allocates funds to states, including Ohio, for the development of 13
locally tailored programs to assist struggling homeowners in their 14
communities; and15

       WHEREAS, Currently, most moneys in the Hardest Hit Fund may 16
not be used for demolition costs of vacant structures; and17

       WHEREAS, The use of up to twenty-five per cent of the 18
remaining funds in the Ohio Hardest Hit Fund for demolition of 19
vacant property will allow municipal corporations and land banks 20
to demolish vacant structures while ensuring the rest of the funds 21
are used for foreclosure-prevention efforts; and22

       WHEREAS, To reduce the number of vacant properties, thereby 23
reducing blight and protecting and restoring the property values 24
of surrounding buildings, the United States Department of the 25
Treasury should allow the use of a portion of the Ohio Hardest Hit 26
Fund for vacant structure demolition without delay; now therefore 27
be it28

       RESOLVED, That we, the members of the 130th General Assembly 29
of the State of Ohio, urge the United States Department of the 30
Treasury to allow the use of up to twenty-five per cent of the 31
funds in the Ohio Hardest Hit Fund for demolition of vacant 32
property; and be it further33

       RESOLVED, That the Clerk of the Senate transmit duly 34
authenticated copies of this resolution to the Secretary of the 35
Department of the Treasury, the President Pro Tempore and 36
Secretary of the United States Senate, the Speaker and Clerk of 37
the United States House of Representatives, the President of the 38
United States, the members of the Ohio Congressional delegation, 39
and the news media of Ohio.40
