A BILL
To enact section 3312.14 of the Revised Code to 1
create the Office of Regional Services and 2
Accountability in the Department of Education.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 3312.14 of the Revised Code be 4
enacted to read as follows:5

       Sec. 3312.14. The office of regional services and 6
accountability is hereby created within the department of 7
education. The office shall do the following:8

       (A) Conduct a thorough review of the structure and 9
performance of the educational regional service system;10

       (B) Outline a clear mission for the educational regional 11
service system and establish operational and performance standards 12
for the system;13

       (C) Identify core services to be provided through the 14
educational regional service system, which may include 15
high-quality educational opportunities, special education, 16
professional development, and assistance in the acquisition of 17
materials, technology, and transportation;18

       (D) Clearly define the roles and responsibilities of each of 19
the regional service providers that comprise the educational 20
regional service system and monitor those providers to ensure they 21
perform the duties associated with their designated roles and 22
responsibilities;23

       (E) Encourage flexibility and entrepreneurship by regional 24
service providers within their designated roles and 25
responsibilities;26

       (F) Establish a process for continuous review of the 27
educational regional service system to ensure the system's 28
alignment with the educational priorities and policies of the 29
state board of education and to make necessary revisions to the 30
system;31

       (G) Collaborate with the chancellor of the Ohio board of 32
regents and other state agencies whose missions impact primary and 33
secondary public education to coordinate regional outreach efforts 34
and to eliminate redundancies;35

       (H) Encourage school districts and public and chartered 36
nonpublic schools to achieve cost savings by managing their 37
resources effectively and, to the extent permitted by collective 38
bargaining agreements entered into under Chapter 4117. of the 39
Revised Code, collaborating for the joint provision of services;40

       (I) Make legislative recommendations to improve the operation 41
of the educational regional service system, to ensure the system's 42
provision of the core services identified under division (C) of 43
this section, to align the system's funding with the actual cost 44
of various services, and to provide incentives for school 45
districts, public and chartered nonpublic schools, and regional 46
service providers to collaborate on the provision of services.47
