BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
Section 1. That section 1509.80 of the Revised Code be | 7 |
enacted to read as follows: | 8 |
Sec. 1509.80. (A)(1) If an owner hires an individual who is a | 9 |
graduate of an oil and gas training program and who is a resident | 10 |
of this state at the time of the hiring, the owner shall employ | 11 |
the individual for not less than three years beginning on the date | 12 |
on which the individual is hired by the owner. | 13 |
(2) As used in division (A)(1) of this section, "oil and gas | 14 |
training program" means a program that provides training in | 15 |
production operations and that is developed by a community or | 16 |
technical college in this state in collaboration with an | 17 |
association that represents the oil and gas industry. | 18 |
(B) An owner that trains employees of the owner regarding | 19 |
production operations qualifies for grants from the casino | 20 |
operator settlement fund established in section 3772.34 of the | 21 |
Revised Code if both of the following apply: | 22 |
(1) The owner certifies to the chief of the division of oil | 23 |
and gas resources management that each such employee will be | 24 |
retained for not less than three years beginning on the date on | 25 |
which the employee is hired by the owner. | 26 |
(2) At least twenty-five per cent of the employees who are | 27 |
trained by the owner are residents of this state. | 28 |
(C) The chief shall adopt rules in accordance with Chapter | 29 |
119. of the Revised Code to administer and enforce this section.

Section 2. All items in this act are hereby appropriated as | 31 |
designated out of any moneys in the state treasury to the credit | 32 |
of the General Services Fund Group. For all appropriations made in | 33 |
this act, those in the first column are for fiscal year 2012 and | 34 |
those in the second column are for fiscal year 2013. The | 35 |
appropriations made in this act are in addition to any other | 36 |
appropriations made for the FY 2012-FY 2013 biennium. | 37 |

The foregoing appropriation item 235681, Oil and Gas Job | 44 |
Training Program, shall be used to support oil and gas training | 45 |
programs at community or technical colleges and to provide | 46 |
employee training grants to oil or gas well owners pursuant to | 47 |
section 1509.80 of the Revised Code as enacted by this act. | 48 |
Section 3. Within the limits set forth in this act, the | 49 |
Director of Budget and Management shall establish accounts | 50 |
indicating the source and amount of funds for each appropriation | 51 |
made in this act and shall determine the form and manner in which | 52 |
appropriation accounts shall be maintained. Expenditures from | 53 |
appropriations contained in this act shall be accounted for as | 54 |
though made in Am. Sub. H.B. 153 of the 129th General Assembly. | 55 |
The appropriations made in this act are subject to all | 56 |
provisions of Am. Sub. H.B. 153 of the 129th General Assembly that | 57 |
are generally applicable to such appropriations. | 58 |
