A CONCURRENT RESOLUTION
To request the President of the United States to 1
create a National Commission on Fatherhood.2


BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF OHIO
(THE SENATE CONCURRING):


       WHEREAS, Eighty per cent of American children born during the 3
post-World War II baby boom could expect to grow up with 4
biological parents who were married to one another; and 5

       WHEREAS, Today, only fifty per cent of American children will 6
spend their childhoods in intact families; and 7

       WHEREAS, Thirty-four per cent of children live without their 8
biological fathers; and 9

       WHEREAS, Twenty-seven per cent of children live in single 10
parent households; and 11

       WHEREAS, Forty per cent of children living without their 12
biological fathers have not seen their fathers during the past 13
year; and 14

       WHEREAS, Fifty per cent of children living without their 15
biological fathers have not visited their fathers' homes; and 16

       WHEREAS, In 2006, approximately twenty-six per cent of 17
households in Ohio were headed by single parents with minor 18
children; and 19

       WHEREAS, In 2006, approximately forty per cent of newborns 20
born in Ohio were born to unmarried parents; and 21

       WHEREAS, Divorce, and nonmarital childbearing, are 22
commonplace in the United States and dramatically alter children's 23
lives; and24

       WHEREAS, Children living without their biological fathers are 25
two to three times more likely than their peers living with 26
married, biological, or adoptive parents to live in low-income 27
homes; use drugs; experience health, educational, emotional, and 28
behavioral problems; be victims of child abuse; and engage in 29
criminal behavior; and 30

       WHEREAS, The Ohio Commission on Fatherhood and numerous 31
additional groups have been established to address fatherhood; and32

       WHEREAS, The issues discussed herein are so pervasive in the 33
United States that the issue of fatherhood should be addressed by 34
the federal government; now therefore be it35

       RESOLVED, That the General Assembly of the State of Ohio 36
respectfully requests the President of the United States to create 37
a National Commission on Fatherhood; and be it further38

       RESOLVED, That the Clerk of the House of Representatives 39
transmit duly authenticated copies of this resolution to the 40
President of the United States, the Governor of the State of Ohio, 41
the members of the Ohio Commission on Fatherhood, and the news 42
media of Ohio.43
