A BILL
To enact sections 3333.101 and 3333.102 of the 1
Revised Code to create the Frances Lewandowski 2
Memorial Medical Research Fund and the Medical 3
University Research Reserve Fund to provide grants 4
to public medical schools for research on 5
terminal, chronic, or currently incurable 6
diseases, to require the General Assembly annually 7
to appropriate for those grants an amount equal to 8
not less than one-tenth of one per cent of the 9
total prior year General Revenue Fund 10
appropriations, and to make an appropriation.11


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That sections 3333.101 and 3333.102 of the Revised 12
Code be enacted to read as follows:13

       Sec. 3333.101.  (A) As used in this section:14

       (1) "Eligible program" means a medical school accredited by 15
the liaison committee on medical education or an osteopathic 16
medical school accredited by the American osteopathic association.17

       (2) "State institution of higher education" has the same 18
meaning as in section 3345.011 of the Revised Code.19

       (B) The chancellor of the Ohio board of regents shall 20
establish and administer the Frances Lewandowski memorial medical 21
research fund to provide grants to eligible programs at state 22
institutions of higher education for conducting research on 23
terminal, chronic, or currently incurable diseases.24

        The chancellor shall transfer any funds not awarded under 25
this section in a fiscal year to the medical university research 26
reserve fund created in section 3333.102 of the Revised Code to 27
use for awarding grants in subsequent fiscal years.28

       (C)(1) Not later than ninety days after the effective date of 29
this section, the chancellor shall create, and appoint members to, 30
the Frances Lewandowski memorial medical research fund board to 31
solicit, accept, and review applications for the Frances 32
Lewandowski memorial medical research fund. Members of the board 33
shall have demonstrated experience and expertise in the field of 34
medical research.35

       (2) The chancellor shall adopt a policy by which the board 36
shall solicit, accept, and review applications for the Frances 37
Lewandowski memorial medical research fund. The board shall begin 38
accepting and reviewing applications and awarding grants under 39
this section not later than one hundred eighty days after the 40
effective date of this section.41

       (D) The general assembly shall appropriate for the purposes 42
of financing grants under this section, for each fiscal year, an 43
amount equal to not less than one-tenth of one per cent of the 44
total amount of moneys appropriated for all purposes from the 45
general revenue fund in the previous fiscal year.46

       Sec. 3333.102.  The medical university research reserve fund 47
is hereby established in the state treasury. After the end of each 48
fiscal year, the chancellor of the Ohio board of regents shall 49
transfer any funds remaining after the Frances Lewandowski 50
memorial medical research fund board awards grants under section 51
3333.101 of the Revised Code into the medical university research 52
reserve fund from which the board may award future grants under 53
that section.54

       Section 2. On July 1, 2014, or as soon as possible 55
thereafter, the Director of Budget and Management shall transfer 56
cash in an amount equal to one-tenth of one per cent of the total 57
amount of moneys appropriated for all purposes from the General 58
Revenue Fund in fiscal year 2014 from the General Revenue Fund to 59
the Frances Lewandowski Memorial Medical Research Fund (Fund 5PJ0) 60
to be used by the Chancellor of the Board of Regents for the grant 61
program established under section 3333.101 of the Revised Code. 62
The transferred cash is hereby appropriated. 63
