GAUGHRAN -- read twice and ordered printed, and when printed to be committed to the Committee on Finance -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend subpart A of part BB of chapter 56 of the laws of 2021, establishing the "COVID-19 Emergency Rental Assistance Program of 2021", in relation to reports by the commissioner of the office of temporary and disability assistance for such program The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 14 of section 1 of subpart A of part BB of chapter 2 56 of the laws of 2021, establishing the "COVID-19 Emergency Rental 3 Assistance Program of 2021", is amended to read as follows: 4 § 14. Reports by the commissioner. The office shall be required to 5 report and post information on their website, and update such informa- 6 tion at least monthly beginning 30 days from when the commissioner makes 7 an application for the program available. Such information shall include 8 but not be limited to: 9 (a) the number of municipal recipients that choose to participate in 10 the statewide program; 11 (b) the number of eligible households that received assistance under 12 this title, including the particular category of assistance which was 13 provided; 14 (c) the breakdown of applications for each zip code including the 15 total number of approved applications; the total number of denied appli- 16 cations; the total number of incomplete applications; and the total 17 number of applications that are awaiting processing or are pending; 18 (d) the average amount of funding provided per eligible household 19 receiving assistance; [and] 20 [(d)] (e) the number of households that applied for assistance; and 21 (f) the breakdown of the total funding amount allocated by zip code, 22 total funding amount committed but not yet released by zip code, and the 23 total funding amount remaining available; and EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. Subdivision 5 of section 6 of section 1 of subpart A of part BB 4 of chapter 56 of the laws of 2021, establishing the "COVID-19 Emergency 5 Rental Assistance Program of 2021", is amended to read as follows: 6 5. Upon receipt of an application [and to the extent practicable], the 7 commissioner shall make available a means by which an application 8 submitted by a tenant, a landlord, or both jointly can be tracked by 9 either the tenant or the landlord, regardless of who submitted such 10 application. Application information that may be tracked shall include 11 whether an application is deemed incomplete or documents are unable to 12 be verified. If an application is deemed incomplete, the commissioner 13 shall notify the tenant and landlord within thirty days of receiving the 14 application and provide action required to complete the application. If 15 any application documents cannot be verified, the commissioner shall 16 notify the tenant and landlord within thirty days of receiving the 17 application and provide action required to validate the documents. 18 § 3. This act shall take effect immediately; provided, however, that 19 the amendments to subpart A of part BB of chapter 56 of the laws of 20 2021 made by sections one and two of this act shall not affect the expi- 21 ration of such subpart and shall be deemed repealed therewith.
