        Introduced  by  Sen.  PARKER -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules

        AN ACT to amend the New York city charter, in relation  to  establishing
          the office of the youth public advocate in the executive office of the
          mayor

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The New York city  charter  is  amended  by  adding  a  new
     2  section 20-j to read as follows:
     3    §  20-j.  Office of the youth public advocate. a. Definitions. For the
     4  purposes of this section the following terms have  the  following  mean-
     5  ings:
     6    1.  "Director"  means  the  director of the office of the youth public
     7  advocate.
     8    2. "Office" shall mean the office of the youth public advocate.
     9    b. Establishment. The mayor shall establish an  office  of  the  youth
    10  public advocate. Such office shall be headed by a director, who shall be
    11  appointed by the mayor.
    12    c. Powers and duties. The director shall have the power and duty to:
    13    1.   establish,   operate  and  maintain  youth-related  services  and
    14  programs, including but not limited to,  after  school  programs,  jobs,
    15  literacy programs and youth internships;
    16    2.  provide  recommendations  to  the  mayor, agencies and the council
    17  regarding youth programs, jobs, literacy programs, youth internships and
    18  high school admission, retention and graduation rates;
    19    3. coordinate multi-agency youth-related services and programs;
    20    4. receive individual  complaints  concerning  city  services,  school
    21  services  and  other  administrative actions of city agencies related to
    22  youth services and programs;
    23    5. advise and assist the mayor  and  the  council  in  developing  and
    24  implementing  policies  designed  to increase summer employment, intern-
    25  ships and educational opportunities;
    26    6. enhance the accessibility of city programs, benefits, and  services
    27  to  youths  by  establishing youth outreach programs in conjunction with

     1  other city agencies and the council, to inform youths  and  families  of
     2  relevant city programs, benefits, and services;
     3    7.  perform  policy analysis and make recommendations concerning youth
     4  affairs, including but not limited  to,  after  school  programs,  jobs,
     5  literacy   programs,   youth  internships  and  high  school  admission,
     6  retention and graduation rates; and
     7    8. perform such other duties and functions as may  be  appropriate  to
     8  pursue the policies set forth in this section.
     9    d. Interagency cooperation. All city agencies shall cooperate with the
    10  office  and  provide  information and assistance as requested, provided,
    11  however, that no information otherwise required to be provided  pursuant
    12  to  this  section  shall be disclosed in a manner that would violate any
    13  applicable provision of federal, state or  local  law  relating  to  the
    14  privacy  of  information,  or  that would interfere with law enforcement
    15  investigations or otherwise conflict with the interests of law  enforce-
    16  ment.
    17    § 2. This act shall take effect immediately.
