          printed to be committed to the Committee on Health

        AN ACT in relation to to directing the commissioner of health to conduct
          a study on the use of  ibogaine  as  a  treatment  for  post-traumatic
          stress disorder

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. 1. The commissioner of  health,  in  conjunction  with  the
     2  commissioner   of  mental  health  and  the  commissioner  of  veterans'
     3  services, is authorized and directed to conduct a study to research  the
     4  use  of  ibogaine  as a treatment for post-traumatic stress disorder and
     5  the increasing rate of diagnoses of post-traumatic  stress  disorder  in
     6  veterans and first responders.
     7    2. The study conducted pursuant to subdivision 1 of this section shall
     8  examine  any  possible  benefits  and risks, and the appropriateness and
     9  effectiveness of ibogaine  as  a  treatment  for  post-traumatic  stress
    10  disorder.
    11    3. The commissioner of health shall submit a report on the findings of
    12  the  study  conducted  pursuant  to  subdivision  1 of this section, and
    13  recommendations, to the governor,  the  speaker  of  the  assembly,  the
    14  temporary  president  of  the senate, the minority leader of the senate,
    15  the minority leader of the assembly and all members of each house of the
    16  New York state legislature no later than one year following  the  effec-
    17  tive date of this act.
    18    § 2. This act shall take effect immediately.
