          printed to be committed to the Committee  on  Education  --  committee
          discharged, bill amended, ordered reprinted as amended and recommitted
          to said committee
        AN ACT directing the board of regents and the state education department
          to  conduct a study and make recommendations on the readiness of chil-
          dren to start kindergarten and adjusting the age of mandatory  attend-
          ance
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. The board of regents, in consultation with the state educa-
     2  tion department, shall study the readiness of children in the  state  to
     3  start  kindergarten and investigate the appropriateness of adjusting the
     4  age of required attendance to start kindergarten in New  York  state  to
     5  minors  who become five years of age after the first of September in any
     6  school year.
     7    § 2. The board of regents shall, on or before April  1,  2019,  report
     8  the  findings,  conclusions  and  recommendations  of  such study to the
     9  governor, temporary president of the senate and speaker of the assembly.
    10    § 3. This act shall take effect immediately.
