       Introduced  by  Sen. SAMPSON -- read twice and ordered printed, and when
         printed to be committed to the Committee on Rules
       AN ACT to amend the vehicle and traffic law, in relation to establishing
         a pilot program relating to  classroom-based  motor  vehicle  accident
         prevention  courses;  and  providing for the repeal of such provisions
         upon expiration thereof
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The  vehicle  and  traffic law is amended by adding a new
    2  section 224-b to read as follows:
    3    S 224-B. PILOT PROGRAM TO AUTHORIZE DEPARTMENT OF  MOTOR  VEHICLES  TO
    4  APPROVE  CLASSROOM-BASED  MOTOR  VEHICLE ACCIDENT PREVENTION COURSES. 1.
    5  NOTWITHSTANDING ANY  OTHER  PROVISIONS  OF  LAW,  THE  COMMISSIONER,  IN
    6  CONSULTATION WITH WORLDWIDE SAFE DRIVING TECHNIQUES, INC., SHALL DEVELOP
    7  AND  IMPLEMENT  A PILOT PROGRAM TO APPROVE CLASSROOM-BASED MOTOR VEHICLE
    8  ACCIDENT PREVENTION COURSES, WHICH PROGRAM BENEFITS MOTORISTS WITH POINT
    9  AND INSURANCE REDUCTION BENEFITS WHILE A STUDY OF THE  PROGRAM'S  EFFEC-
   10  TIVENESS IS CONDUCTED.
   11    2.  THE DEPARTMENT SHALL PROMULGATE RULES AND REGULATIONS NECESSARY TO
   12  IMPLEMENT AND CARRY OUT THE PROVISIONS OF THIS SECTION.
   13    S 2. This act shall take effect on the one hundred eightieth day after
   14  it shall have become a law and shall expire five years after such effec-
   15  tive date when upon such   date the provisions  of  this  act  shall  be
   16  deemed  repealed;  provided,  however,  that  effective immediately, the
   17  addition, amendment and/or repeal of any rule  or  regulation  necessary
   18  for  the implementation of this act on its effective date are authorized
   19  and directed to be made and completed on or before such date.
