        Introduced  by  Sen. BRESLIN -- read twice and ordered printed, and when
          printed to be committed to the Committee on Cultural Affairs, Tourism,
          Parks and Recreation

        AN ACT to amend the navigation law, in relation to rates for pilotage on
          the Hudson river

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section 1. Subparagraph 1 of paragraph (b) of subdivision 4 of section
     2  89-a of the navigation law is amended by adding two new clauses (vi) and
     3  (vii) to read as follows:
     4    (vi)  Effective  January first, two thousand twenty-one, the following
     5  base pilotage rates shall be applicable:
     6    All vessels of 100 pilotage units and over shall pay $13.34 per  pilo-
     7  tage unit for Section 1, Lower River; Yonkers, to all ports through Hyde
     8  Park.
     9  The  following  base  pilotage  rates  shall be applicable to Section 1,
    10  Lower River:
    11  Up to 50 pilotage units ........................................ $932.54
    12  More than 50 and up to 100 pilotage units ..................... $1333.14
    13  A maximum charge of up to 500 pilotage units shall be applicable.
    14  All vessels of 100 pilotage units and over shall  pay  a  base  pilotage
    15  rate of ......................................................... $18.79
    16  per  pilotage  unit  for  Section  2, Upper River; Yonkers, to all ports
    17  beyond Hyde Park through Albany or Troy.
    18  The following base pilotage rates shall  be  applicable  to  Section  2,
    19  Upper River:
    20  Up to 50 pilotage units ....................................... $1537.22
    21  More than 50 and up to 100 pilotage units ..................... $1878.84
    22  A maximum charge of up to 500 pilotage units shall be applicable.
    23    (vii)  Effective January first, two thousand twenty-two, the following
    24  base pilotage rates shall be applicable:
    25    All vessels of 100 pilotage units and over shall pay $13.61 per  pilo-
    26  tage unit for Section 1, Lower River; Yonkers, to all ports through Hyde
    27  Park.

     3  Up to 50 pilotage units ........................................ $951.20
     4  More than 50 and up to 100 pilotage units ..................... $1359.81
     5  A maximum charge of up to 500 pilotage units shall be applicable.
     6  All  vessels  of  100  pilotage units and over shall pay a base pilotage
     7  rate of ......................................................... $19.17
     8  per pilotage unit for Section 2, Upper  River;  Yonkers,  to  all  ports
     9  beyond Hyde Park through Albany or Troy.
    10  The  following  base  pilotage  rates  shall be applicable to Section 2,
    11  Upper River:
    12  Up to 50 pilotage units ....................................... $1567.97
    13  More than 50 and up to 100 pilotage units.....................  $1916.42
    14  A maximum charge of up to 500 pilotage units shall be applicable.
    15    § 2. This act shall take effect immediately.
