        Introduced  by  Sen. BONACIC -- (at request of the New York State Gaming
          Commission) -- read twice and ordered printed, and when printed to  be
          committed to the Committee on Rules
        AN  ACT  to  amend  the racing, pari-mutuel wagering and breeding law in
          relation to the operation of commercial casinos
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Subdivision  1 of section 1339 of the racing, pari-mutuel
     2  wagering and breeding law, as added by chapter 174 of the laws of  2013,
     3  is amended to read as follows:
     4    1.  Except  as  otherwise provided in this section, no gaming facility
     5  licensee or any person licensed under this article, and no person acting
     6  on behalf of or under any arrangement with a gaming facility licensee or
     7  other person licensed under this article, shall, unless a written record
     8  of the transaction or activity is maintained pursuant to  the  rules  of
     9  the commission:
    10    (a)  [Cash]  cash  any  check,  make any loan, or otherwise provide or
    11  allow to any person any credit or  advance  of  anything  of  value,  or
    12  [which]  that  represents  value,  to  enable any person to take part in
    13  gaming activity as a player; or
    14    (b) [Release] release or discharge any debt, either  in  whole  or  in
    15  part,  or  make  any loan [which] that represents any losses incurred by
    16  any player in gaming activity[, without  maintaining  a  written  record
    17  thereof in accordance with the rules of the commission].
    18    § 2. This act shall take effect immediately.
