STATE OF NEW YORK ________________________________________________________________________ 7800 IN SENATE January 11, 2022 ___________ Introduced by Sen. RAMOS -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the social services law, in relation to establishing an advisory council to effectuate a reduction in child poverty in the state; and to amend a chapter of the laws of 2021 amending the social services law relating to establishing an advisory council to effectu- ate a reduction in child poverty in the state, as proposed in legisla- tive bills numbers S. 2755-C and A. 1160-C, in relation to the effec- tiveness thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Paragraphs (c), (e), (g), and (h) of subdivision 4 of 2 section 131-zz of the social services law, as added by a chapter of the 3 laws of 2021 amending the social services law relating to establishing 4 an advisory council to effectuate a reduction in child poverty in the 5 state, as proposed in legislative bills numbers S. 2755-C and A. 1160-C, 6 are amended to read as follows: 7 (c) investigate the effects that each of the proposals listed in para- 8 graph (b) of this subdivision may have if enacted by itself, as well as 9 the effect the proposals may have if enacted in conjunction with the 10 other proposals, including related changes to federal policies. The 11 advisory council shall include the cost to the state related to the 12 implementation of such policies, as well as the projected savings in 13 both the short and long term that the state could realize by reducing 14 poverty. 15 (e) deliver to the governor, the speaker of the assembly and the 16 temporary president of the senate, reports containing the timeline 17 required pursuant to paragraph (a) of this subdivision, the review of 18 the policy proposals required pursuant to paragraph (b) of this subdivi- 19 sion, the investigation of the effects of such policies pursuant to 20 paragraph (c) of this subdivision and the review of agency programs 21 required pursuant to paragraph (d) of this subdivision on or before 22 [six] eighteen months from the effective date of this section. LBD05201-09-2S. 7800 2 1 (g) deliver to the governor, the speaker of the assembly and the 2 temporary president of the senate the recommendations of the advisory 3 council as required pursuant to paragraph (f) of this subdivision on or 4 before [one year] two years after the effective date of this section. 5 (h) release [bi-annual] annual reports starting [June] September 6 first, two thousand [twenty-two] twenty-three, detailing the progress 7 that the state has made in reducing the child poverty rate in line with 8 the recommendations set forth in this subdivision. 9 § 2. Section 3 of a chapter of the laws of 2021 amending the social 10 services law relating to establishing an advisory council to effectuate 11 a reduction in child poverty in the state, as proposed in legislative 12 bills numbers S. 2755-C and A. 1160-C, is amended to read as follows: 13 § 3. This act shall take effect immediately and shall expire and be 14 deemed repealed [ten] eleven years after such effective date. 15 § 3. This act shall take effect on the same date and in the same 16 manner as a chapter of the laws of 2021 amending the social services law 17 relating to establishing an advisory council to effectuate a reduction 18 in child poverty in the state, as proposed in legislative bills numbers 19 S. 2755-C and A. 1160-C, takes effect.
