GALLIVAN -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the vehicle and traffic law, in relation to directing the commissioner of motor vehicles to provide motorcycle owners with a notice informing such applicant of the laws regarding unidentifiable motor vehicle parts THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Subdivision 3 of section 410 of the vehicle and traffic 2 law, as amended by chapter 132 of the laws of 1986, is amended to read 3 as follows: 4 3. Certificate of registration. A. Upon the filing of such application 5 and the payment of the fee hereinafter provided, the commissioner shall 6 assign to such motorcycle a distinctive number and, without expense to 7 the applicant, issue and deliver in such manner as the commissioner may 8 select to the owner a certificate of registration, in such form as the 9 commissioner may prescribe, and a number plate at a place within the 10 state of New York named by the applicant in his application. In the 11 event of the loss, mutilation or destruction of any certificate of 12 registration or number plate, the owner of a registered vehicle may file 13 such statement and proof of the facts as the commissioner shall require, 14 with a fee of three dollars, in the office of the commissioner, or, 15 unless and until the commissioner shall otherwise direct, in the office 16 of the agent who issued the certificate or plate and the commissioner or 17 his agent, as the case may be, shall issue a duplicate or substitute. No 18 application for registration shall be accepted unless the applicant is 19 at least sixteen years of age. 20 B. UPON THE ISSUANCE OF A CERTIFICATE OF REGISTRATION, THE COMMISSION- 21 ER SHALL PROVIDE THE OWNER OF SUCH VEHICLE WITH A NOTICE REGARDING THE 22 LAWS GOVERNING UNIDENTIFIABLE MOTORCYCLE PARTS, IN SUCH FORM AND MANNER 23 AS THE COMMISSIONER MAY PRESCRIBE. 24 S 2. This act shall take effect on the one hundred eightieth day after 25 it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
