Bill Title: Relates to the heroin and opioid addiction wraparound services demonstration program; empowers the commissioner to develop a heroin and opioid addiction wraparound services demonstration program for adolescents and adults who have entered and successfully completed treatment programs; provides that the program shall remain available to these individuals at least nine months after the completion of such program; identifies five relevant jurisdictions, as well as a best-practice model to deliver relevant services, and the commissioner shall provide a written evaluation of the demonstration program.

CARLUCCI, BALL, BONACIC, BOYLE, FELDER, GALLIVAN, GOLDEN, GRIFFO, HANNON, LANZA, LARKIN, LITTLE, MARCELLINO, MARCHIONE, MARTINS, MAZIARZ, NOZZOLIO, O'MARA, RITCHIE, ROBACH, SAVINO, SEWARD, VALESKY, YOUNG -- read twice and ordered printed, and when printed to be committed to the Committee on Alcoholism and Drug Abuse AN ACT to amend the mental hygiene law, in relation to the heroin and opioid addiction wraparound services demonstration program; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The mental hygiene law is amended by adding a new section 2 22.13 to read as follows: 3 S 22.13 HEROIN AND OPIOID ADDICTION WRAPAROUND SERVICES DEMONSTRATION 4 PROGRAM. 5 1. THE COMMISSIONER, IN CONSULTATION WITH THE OFFICE OF MENTAL HEALTH 6 AND THE DEPARTMENT OF HEALTH, WITHIN EXISTING APPROPRIATIONS, SHALL 7 DEVELOP A HEROIN AND OPIOID ADDICTION WRAPAROUND SERVICES DEMONSTRATION 8 PROGRAM. THIS PROGRAM SHALL PROVIDE WRAPAROUND SERVICES TO ADOLESCENTS 9 AND ADULTS WHO HAVE ENTERED AND SUCCESSFULLY COMPLETED TREATMENT 10 PROGRAMS, AND SHALL REMAIN AVAILABLE TO THEM FOR NINE MONTHS AFTER 11 COMPLETION OF SUCH TREATMENT PROGRAM. THE COMMISSIONER SHALL IDENTIFY 12 AND ESTABLISH UP TO FIVE RURAL OR SUBURBAN HIGH-NEEDS JURISDICTIONS IN 13 THE STATE TO BE INCLUDED IN THE DEMONSTRATION PROGRAM. 14 2. THE OFFICE OF ALCOHOLISM AND SUBSTANCE ABUSE SERVICES SHALL PROVIDE 15 WRAPAROUND SERVICES WHICH SHALL INCLUDE, CASE MANAGEMENT OR REFERRAL 16 SERVICES PERTAINING TO: 17 (A) EDUCATIONAL RESOURCES; 18 (B) PEER TO PEER SUPPORT GROUPS; 19 (C) SOCIAL SERVICES AND FAMILY SERVICES AND COUNSELING; 20 (D) EMPLOYMENT SUPPORT AND COUNSELING; 21 (E) TRANSPORTATION ASSISTANCE; 22 (F) MEDICAL SERVICES; 23 (G) LEGAL SERVICES; 24 (H) FINANCIAL SERVICES; AND EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. THE COMMISSIONER SHALL PROVIDE THE GOVERNOR, THE TEMPORARY PRESI- 3 DENT OF THE SENATE, THE SPEAKER OF THE ASSEMBLY, THE CHAIR OF THE SENATE 4 STANDING COMMITTEE ON ALCOHOLISM AND DRUG ABUSE AND THE CHAIR OF THE 5 ASSEMBLY COMMITTEE ON ALCOHOLISM AND DRUG ABUSE WITH A REPORT AND RECOM- 6 MENDATIONS OF THE DEMONSTRATION PROGRAM. 7 S 2. This act shall take effect immediately and shall expire and be 8 deemed repealed 3 years after such effective date.
