LAVALLE -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to establishing a demon- stration program of physician assistant training in underserved areas by students of foreign institutions, and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. The education law is amended by adding a new section 6545-a 2 to read as follows: 3 S 6545-A. DEMONSTRATION PROGRAM OF PHYSICIAN ASSISTANT TRAINING IN 4 UNDERSERVED AREAS BY STUDENTS OF FOREIGN INSTITUTIONS. 1. THE COMMIS- 5 SIONER SHALL CLASSIFY AS AN APPROVED PROGRAM FOR THE TRAINING OF PHYSI- 6 CIAN ASSISTANTS A PROGRAM THAT INCLUDES SUPERVISED CLINICAL TRAINING IN 7 AN UNDERSERVED AREA, AS DEFINED IN SUBDIVISION SIX OF SECTION NINE 8 HUNDRED ONE OF THE PUBLIC HEALTH LAW, AND CLASSROOM WORK PERFORMED AT AN 9 INSTITUTION LOCATED OUTSIDE OF THE UNITED STATES THAT HAS BEEN ACCRED- 10 ITED IN A MANNER ACCEPTABLE TO THE DEPARTMENT, PROVIDED THAT SUCH CLIN- 11 ICAL TRAINING AND CLASSROOM WORK SATISFY THE REQUIREMENTS OF PARAGRAPH E 12 OF SUBDIVISION ONE OF SECTION SIXTY-FIVE HUNDRED FORTY-ONE OF THIS CHAP- 13 TER. 14 2. THE PURPOSE OF APPROVING PROGRAMS PURSUANT TO THIS SECTION IS TO 15 INCREASE ACCESS TO PRIMARY CARE IN UNDERSERVED AREAS. 16 S 2. The commissioner of education shall, within 180 days after the 17 effective date of this act, establish a process by which a classroom 18 work and clinical training program offered by any institution located 19 outside of the United States for the purpose of training physician 20 assistants pursuant to section 6541 of the education law may be approved 21 for such purpose. 22 S 3. The commissioner of education shall, within 180 days after the 23 effective date of this act, approve of an examination required of appli- 24 cants for registration as a physician assistant, as defined by section 25 6540 of the education law, who have completed the approved program as 26 described in section one of this act, provided that such examination EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD16130-02-2 S. 7609 2 1 shall adequately assess entry level skills for the profession of physi- 2 cian assistant as determined by the department. 3 S 4. The commissioner of education during any twelve month period may 4 approve for registration as a physician assistant, as defined by section 5 6540 of the education law, up to two hundred fifty persons that have 6 completed an approved program as described in section one of this act 7 and have satisfied all other requirements of subdivision one of section 8 6541 of the education law. 9 S 5. This act shall take effect immediately and shall expire and be 10 deemed repealed five years after such date.
