        Introduced  by  Sen.  GOLDEN  --  (at  request  of the Office of General
          Services) -- read twice and ordered printed, and when  printed  to  be
          committed to the Committee on Investigations and Government Operations
        AN  ACT  to  amend the executive law, in relation to authorizing certain
          transfers of public employees in the unclassified service
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section 1. The executive law is amended by adding a new section 204 to
     2  read as follows:
     3    §  204.  Certain  transfers  of  public  employees in the unclassified
     4  service. Employees in the unclassified service of  the  state,  who  are
     5  substantially  engaged  in the performance of duties to support business
     6  and financial services, administrative services, payroll administration,
     7  time and attendance,  benefit  administration  and  other  transactional
     8  human  resources  functions, may be transferred to the office of general
     9  services in accordance with the provisions of section forty-five of  the
    10  civil  service  law  as if the state had taken over a private entity. No
    11  employee who is transferred pursuant to  this  section  shall  suffer  a
    12  reduction in basic annual salary as a result of such transfer.
    13    § 2. This act shall take effect immediately.
