          printed to be committed to the Committee on Rules
        AN ACT to amend the public authorities law, in relation  to  creating  a
          community impact fund from tolls collected on the Grand Island bridges
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. The public authorities law  is  amended  by  adding  a  new
     2  section 389 to read as follows:
     3    § 389. Grand Island bridges community impact fund. The authority shall
     4  allocate  ten  percent  of all revenue generated from tolls on the Grand
     5  Island bridges to a community impact fund.  The  community  impact  fund
     6  shall  be  used  to  offset the environmental and economic impact of the
     7  tolls in the communities of Tonawanda, Grand Island, and Niagara  Falls,
     8  with  fifty  percent  of  the  fund's  proceeds for the benefit of Grand
     9  Island, twenty-five percent for the benefit of  Tonawanda,  and  twenty-
    10  five  percent  for  the benefit of Niagara Falls. Such environmental and
    11  economic  impacts  shall  include,  but  are  not  limited  to,  traffic
    12  congestion,  tailpipe  pollution,  and  hardships  of  businesses in the
    13  impacted communities.
    14    § 2. This act shall take effect immediately.
