       AN ACT to amend the executive law, in relation to directing the minority
         and women-owned business enterprise statewide advocate  to  act  as  a
         liaison for the blind, disabled and veterans
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 311-a of the executive law is amended by  adding  a
    2  new subdivision 2-a to read as follows:
    3    2-A.  THE  STATEWIDE ADVOCATE SHALL ACT AS A LIAISON FOR ANY ORGANIZA-
    4  TION FOR THE BLIND OR DISABLED OR A VETERANS' WORKSHOP,  THAT  HAS  BEEN
    5  DESIGNATED  AS A PREFERRED SOURCE PURSUANT TO SECTION ONE HUNDRED SIXTY-
    6  TWO OF THE STATE FINANCE LAW, IN ORDER TO ASSIST SUCH ORGANIZATIONS  AND
    7  WORKSHOPS  WITH CREATING AND SUSTAINING EMPLOYMENT OPPORTUNITIES FOR THE
    8  BLIND, VISUALLY IMPAIRED, DISABLED AND VETERANS. FURTHER, THE  STATEWIDE
    9  ADVOCATE  SHALL  INFORM,  ON  A REGULAR BASIS BUT NOT LESS THAN ONCE PER
   10  CALENDAR YEAR, STATE AGENCIES, POLITICAL SUBDIVISIONS, AND PUBLIC  BENE-
   11  FIT  CORPORATIONS  OF  THE  REQUIREMENTS  OF ARTICLE ELEVEN OF THE STATE
   12  FINANCE LAW AS IT RELATES TO THE PURCHASE OF  SERVICES  AND  COMMODITIES
   13  FROM SUCH ORGANIZATIONS.
   14    S  2.  This act shall take effect immediately provided that the amend-
   15  ments to section 311-a of the executive law made by section one of  this
   16  act  shall not affect the expiration of such section and shall be deemed
   17  to expire therewith.
