        Introduced  by Sen. CARLUCCI -- read twice and ordered printed, and when
          printed to be committed to the Committee on Mental Health and Develop-
          mental Disabilities

        AN ACT to amend the mental hygiene law, in relation to requiring monthly
          status reports of community investments and the  impact  on  inpatient
          census

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The mental hygiene law is amended by adding a  new  section
     2  7.49 to read as follows:
     3  § 7.49 Monthly status reports.
     4    The commissioner shall provide monthly status reports of the community
     5  investments  and  the  impact  on  inpatient  census to the chair of the
     6  senate finance committee and the chair of the assembly  ways  and  means
     7  committee  and shall post such reports on the office's publicly accessi-
     8  ble website. Such reports shall include, but not be limited to:
     9    (a) state operated psychiatric facility census;
    10    (b) occurrence of census exceeding budgeted capacity and reason;
    11    (c) occurrence of out of catchment area placements  that  are  due  to
    12  insufficient capacity in the catchment area of the hospital;
    13    (d) admissions and discharges;
    14    (e)  rate of Medicaid psychiatric inpatient readmissions to any hospi-
    15  tal within thirty days of discharge;
    16    (f) Medicaid emergency room psychiatric visits;
    17    (g) descriptions of new community service investments;
    18    (h) average length of stay and number of long-term stay patients; and
    19    (i) an explanation of any material census reductions,  when  known  to
    20  the facility.
    21    § 2. This act shall take effect immediately.
