WEBB, HOYLMAN-SIGAL -- read twice and ordered print- ed, and when printed to be committed to the Committee on Higher Educa- tion -- recommitted to the Committee on Higher Education in accordance with Senate Rule 6, sec. 8 -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the education law, in relation to establishing compost- ing programs at state university of New York and city university of New York campuses The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 355 of the education law is amended by adding a new 2 subdivision 22 to read as follows: 3 22. The state university trustees shall adopt a policy requiring that 4 each institution of the state university of New York collaborate with 5 students, faculty and staff to encourage campuses to establish compost- 6 ing programs. Compostable waste may include, but shall not be limited 7 to, food scraps, plant trimmings, food soiled paper, and certified 8 compostable products. In establishing such a policy, the trustees shall 9 consider the following: 10 a. providing information and signage related to the proper methods for 11 separating compostable waste; 12 b. the availability of services for collecting and transporting 13 compostable waste; 14 c. an evaluation of the effectiveness of campuses' composting 15 programs; and 16 d. benchmarks for assessing progress. 17 § 2. Section 6206 of the education law is amended by adding a new 18 subdivision 23 to read as follows: 19 23.
