AVELLA -- read twice and ordered printed, and when printed to be committed to the Committee on Cities AN ACT to amend the general city law, in relation to authorizing cities to require any person, firm or corporation approved for a building permit to submit to inspections THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Subdivision 24 of section 20 of the general city law, as 2 amended by chapter 742 of the laws of 1979, is amended to read as 3 follows: 4 24. To regulate and limit the height, bulk and location of buildings 5 hereafter erected, TO REQUIRE THAT ANY PERSON, FIRM OR CORPORATION 6 APPROVED FOR A BUILDING PERMIT SHALL SUBMIT TO AN INSPECTION OF THE 7 PREMISES BY THE CITY AT ANY TIME DURING THE TERM OF SUCH PERMIT AND TO 8 REVOKE SUCH PERMIT AND ISSUE A STOP WORK ORDER IMMEDIATELY IF A PERMIT 9 HOLDER FAILS TO PROVIDE ACCESS TO THE PREMISES FOR SUCH INSPECTION, to 10 regulate and determine the area of yards, courts and other open spaces, 11 and to regulate the density of population in any given area, and for 12 said purposes to divide the city into districts. Such regulations shall 13 be uniform for each class of buildings throughout any district, but the 14 regulations in one or more districts may differ from those in other 15 districts. Such regulations shall be designed to secure safety from 16 fire, flood and other dangers and to promote the public health and 17 welfare, including, so far as conditions may permit, provision for 18 adequate light, air, convenience of access, and the accommodation of 19 solar energy systems and equipment and access to sunlight necessary 20 therefor, and shall be made with reasonable regard to the character of 21 buildings erected in each district, the value of land and the use to 22 which it may be put, to the end that such regulations may promote public 23 health, safety and welfare and the most desirable use for which the land EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
