ALCANTARA -- read twice and ordered printed, and when printed to be committed to the Committee on Consumer Protection -- reported favorably from said committee and committed to the Committee on Finance -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the general business law, in relation to membership to the advisory committee The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivisions 1 and 3 of section 403 of the general busi- 2 ness law, subdivision 1 as amended by chapter 341 of the laws of 1998 3 and subdivision 3 as added by chapter 509 of the laws of 1992, are 4 amended to read as follows: 5 1. There shall be established within the department an advisory 6 committee which shall consist of nine members broadly representative of 7 the appearance enhancement industry[,]; including one person engaged in 8 the practice of either nail specialty or waxing[,]; two persons engaged 9 in natural hair styling[,]; one of whom shall be knowledgeable in the 10 practice of styling techniques which place tension on the hair roots, 11 and one of whom shall ensure strict adherence to quality services for 12 all clients of all hair types, including, but not limited to, curl 13 pattern, hair strand thickness, and volume of hair; one person engaged 14 in esthetics[,]; two persons engaged in cosmetology[,]; two persons 15 engaged in training of persons for such practices[,]and one person 16 licensed as a dermatologist. The secretary shall appoint such persons 17 to serve on the advisory committee, provided, that two shall be 18 appointed by the secretary on the recommendation of the temporary presi- 19 dent of the senate and two shall be appointed by the secretary on the 20 recommendation of the speaker of the assembly. LBD05224-04-7S. 5390--B 2 1 committee shall be appointed for terms of two years. Any member may be 2 reappointed for additional terms. The secretary shall designate from 3 among the members of the committee a chairperson who shall serve at the 4 pleasure of the secretary. 5 3. The advisory committee shall advise the secretary on all matters 6 relating to this article, and on such other matters as the secretary 7 shall request. In advising the secretary on matters concerning profes- 8 sional education or curriculum, inclusive of the maintenance of cultural 9 and ethnic awareness within the prescribed curriculum in regard to hair 10 types, including, but not limited to, curl pattern, hair strand thick- 11 ness, and volume of hair, the advisory committee shall, to the extent 12 practicable, consult with the state education department. 13 § 2. This act shall take effect immediately.
