STATE OF NEW YORK ________________________________________________________________________ 4466 2017-2018 Regular Sessions IN SENATE February 15, 2017 ___________ Introduced by Sen. CARLUCCI -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT in relation to authorizing a study of the safety and condition of New York's water supplies and infrastructure The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The commissioner of health, in conjunction with the commis- 2 sioner of the department of environmental conservation, shall examine, 3 evaluate and make recommendations concerning the safety and condition of 4 New York's water supplies and infrastructure. Such study shall include, 5 but be not limited to, the following: 6 (a) the identification of technologies and partners to assist the 7 state in providing long term, sustainable, and cost effective, automated 8 monitoring of public water supply and private water cooling infrastruc- 9 ture for pathogens and selected contaminants on a statewide basis; 10 (b) identification of new or existing revenue sources to invest in 11 statewide water handling infrastructure; 12 (c) identification of sustainable and affordable funding models to 13 assist small public water systems in conducting water testing; 14 (d) recommendations for measures designed to spur private investment 15 in water infrastructure; 16 (e) recommendations for a statewide system to assist with the regular 17 assessment of the integrity and safety of municipal systems; 18 (f) recommendations for measures to spur municipal reinvestment in 19 water infrastructure and safety measures on an ongoing and sustainable 20 basis; 21 (g) any other such areas of study regarding water safety as the 22 commissioners deem appropriate for study; 23 (h) measures municipalities may take to consolidate and share services 24 in relation to water infrastructure; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD09827-01-7S. 4466 2 1 (i) development of a strategic statewide water safety plan which 2 prioritizes infrastructure needs, maintenance, and expansion of existing 3 systems. 4 § 2. Within 12 months of the effective date of this act, the commis- 5 sioners of health and environmental conservation shall submit a report 6 to the governor, the temporary president of the senate, the speaker of 7 the assembly, the chair of the senate standing committee on health, the 8 chair of the assembly standing committee on health, the chair of the 9 senate standing committee on environmental conservation, and the chair 10 of the assembly standing committee on environmental conservation, of the 11 commissioner's findings, conclusions, and recommendations for implemen- 12 tation of their findings. 13 § 3. This act shall take effect immediately.
