       Introduced  by  Sen.  LARKIN -- read twice and ordered printed, and when
         printed to be committed to the Committee on Transportation
       AN ACT to amend the vehicle and traffic law, in  relation  to  requiring
         motorcycles to be operated with both wheels on the roadway
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 1251 of the vehicle and traffic law is  amended  by
    2  adding a new subdivision (e) to read as follows:
    3    (E)  NO  PERSON  SHALL OPERATE A MOTORCYCLE ON A PUBLIC HIGHWAY UNLESS
    4  BOTH WHEELS THEREOF REMAIN ON THE ROADWAY OR GROUND AT ALL TIMES, EXCEPT
    5  IN A CIRCUMSTANCE BEYOND THE OPERATOR'S CONTROL.
    6    S 2. This act shall  take  effect  on  the  first  of  September  next
    7  succeeding the date on which it shall have become a law.
